Inspection report: when you need one and how to get it

An inspection report is the written result of an inspection, which the regulations call an expert examination and test. A certified inspector draws it up and states in it whether the electrical equipment is safe to stay in service.

When you need one

Who asks for a report, and on what grounds

Building approval
Depending on the type of building, the application for approval of a new building or of a change to a completed one includes the results of inspections of reserved technical equipment, the electrical installation among them. Act No. 25/2025 Coll., § 66(2)
New installation
STN 33 2000-6 provides for an initial inspection of a new electrical installation, and of an extension or alteration to one, before it goes into service. This includes photovoltaics. For employers and businesses the decree requires it as well. STN 33 2000-6; Decree No. 508/2009 Coll., § 9(2)
New connection
For a new supply point with SSD the report is not submitted: a declaration of readiness takes its place. You must still have the report and the certificate of the meter board, and SSD may ask for them later. SSD, connecting a new supply point
Breaker change
The same applies at SSD when the main breaker changes: you do not submit the report, but you must have it. The distribution operator may ask for it. SSD, changing technical parameters; Act No. 251/2012 Coll., § 39(9)
Operator’s request
Whoever signed the connection contract must give the distribution operator the report of the expert examination and test within 90 days of being asked. Otherwise their installation is treated as technically non-compliant. Act No. 251/2012 Coll., § 39(9)
Business or block
Employers and businesses must have periodic inspections carried out at the intervals the decree sets. In an apartment building the owners’ association or the manager arranges them for the common parts and common facilities. Act No. 124/2006 Coll., § 2 and § 13(3) and (7)
Your own home
For a flat or a family house that its owner lives in, the law sets no periodic inspection. The distribution operator may still ask for the report. Act No. 124/2006 Coll., § 13(7); Act No. 251/2012 Coll., § 39(9)
Insurance claim
If the insured knowingly neglected an inspection required by a regulation or by the policy, and that contributed substantially to the damage or its extent, the insurer may reduce the payout proportionately. Civil Code, § 809(2)
Next inspection
A report describes the equipment on the day it was inspected. The inspection intervals say when the next one is due. The decree also requires employers and businesses to have a new one after a reconstruction, and after a repair that needed a change of the circuit protection. Decree No. 508/2009 Coll., § 9(2) and Annex 8

What it contains

What an inspection report must contain

§ 16(2) of Decree No. 508/2009 Coll. lists what a report must contain. There are eleven particulars, and you can check a report against them yourself.

Particulars of an inspection report
Letter What it must contain
a) The name and registered address of the operator, that is whoever runs the equipment, and the name and location of the premises where it was inspected.
b) The date of the inspection, the inspector’s name and surname, and the scope and registration number of their certificate. The scope sets what equipment the inspector may inspect. Group E2, for example, is equipment up to 1,000 volts including lightning protection, and class A a building with no explosion hazard (Annex 11 of the decree).
c) The kind of inspection, for example initial, periodic or extraordinary.
d) An unambiguous identification, the type and the technical parameters of the equipment inspected.
e) The measurements and tests, and the serial or registration number of the measuring instrument.
f) Whether and how the defects found at the previous inspection were put right. So have the previous report ready for the inspector.
g) The defects found that conflict with the regulations, and how serious they are for safe and reliable operation.
h) An overall assessment of whether the equipment is safe to stay in service.
i) Proposed measures to remove the defects according to how serious they are, and a proposal to take the equipment out of service if it immediately endangers life and health.
j) The inspector’s name, surname and signature. The decree does not require a stamp.
k) Where a firm inspected through an inspector it employs, its name and the number of its authorisation.

The verdict

What the verdict of a report means

At the end of the report the inspector assesses whether the equipment is safe to stay in service.

Fit
The equipment is safe. The next inspection is due at the interval for the type of building and its environment.
Conditionally fit
The equipment may stay in service but has defects. The report proposes how to remove them, and the next inspection records whether and how they were removed.
Unfit
The equipment is not safe. If it immediately endangers life or health, the report proposes taking it out of service.
